FFAR: FIFA Football Agent Regulations set to come into force on Monday, 9 January 2023

The new FIFA Football Agent Regulations (FFAR), which were approved by the FIFA Council in December 2022, will go into effect on Monday, January 9, 2023, ushering in a significant development toward the creation of a more equitable and open football transfer system.

With the aim of strengthening contractual stability, preserving the integrity of the transfer system, and achieving greater financial transparency, the new regulations introduce basic service standards for football agents and their clients, including a mandatory licencing system, the prohibition of multiple representation to avoid conflicts of interest, and the introduction of a cap on agent fees.

There will be a transition time prior to the requirement to exclusively utilize licenced football agents and the cap on agency fees, which will take effect on October 1st, 2023, even though the procedures for acquiring a license under the FFAR will go into effect the following Monday.

After a very thorough and transparent consultation process that FIFA has been conducting since 2018 and in which all significant international football stakeholders participated, the FFAR were accepted by the FIFA Council at its meeting in Doha in December 2022. Numerous organizations and bodies have publicly accompanied and supported FIFA’s consultation and reform process for the FFAR as a whole.

The new Agent Platform’s registration process will go live on Monday, January 9, 2023.
